Historically speaking, the principle of this methodology has been initially discovered by the research institutes in the United States, and then further developed by academia mainly in Stanford University – as the main contributor – and consultancies such as Strategic Decisions Group in Houston, Texas. In the practice and real world, it has been demonstrated and deployed widely by the international oil companies such as Chevron in the Upstream Oil and Gas projects worldwide.

As specified in the NAPTA’s PDS® and after framing an upstream opportunity in the FEL1 and FEL2 Phases, several key Front End Technical Documents will be developed as per NAPTA’s Project Development Process (PDP®). These documents are, but not limited to, Project Initiation Document (PID), Feasibility Report (FR), Concept Selection Report (CSR) and Field Development Plan (FDP). Application of this proprietary process is mandatory and provides for standardised Governance, Assurance and Delivery process for capital projects undertaken by NAPTA Corporation where NAPTA’s PDS® adopted for the Wells and Projects Development and Delivery.

Operational Excellence in Production
This service builds on successes already achieved in Upstream Operational Excellence. It describes how Upstream Production, supported by Wells and Projects, shall deliver and sustain top performance from our clients’ producing assets and ensure that the assets are safe.
With NAPTA’s Operational Excellence best practices all expectations of Production will be brought into one place for implementation while being in the ‘Operation’ Phase in the NAPTA’s PDP® journey. It covers the Maintenance and Integrity, Surface Production, Production Technology and Production Chemistry disciplines and those aspects of Logistics and Contracting and Procurement that apply to Operations. These best practices describe what is required to be best at all aspects of production and sets the minimum requirements expected to meet the client and Upstream Business standards. It covers all Production activities in the ‘Operation’ Phase of an asset including those aspects of the Health, Safety, Security, Environment and Social Performance Control Framework that are applicable within Production.

In accordance with the NAPTA’s PDS® and during the front-end stage of the opportunity (FEL1, FEL2 and FEL3), the focus of Project Services is on cost estimating, cost engineering, planning & scheduling and strategic decision & risk management, with the objective to provide the right information for economic screening, drive concept selection and enable qualitative decision making within the portfolio of projects.

Getting HSSE&SP (Health, Safety, Security, Environment and Social Performance) right in projects means identifying the risks, managing them, and being able to demonstrate that they are under control. To do so, the right organisation, plans and resources need to be in place.

Benchmarking
The business objectives or strategic drivers for each project are different and the relative importance of performance indicators or ‘Metrics’ for each project will also be different. As a special Project Service, NAPTA has been equipped with the first in class methodology of doing Upstream E&P projects benchmarking in favour of having Top Quartile (TQ) performance for the specific project strategic driver(s) and in an apple to apple manner.
